Department reacts to DA allegation

Response to DA on Administrator at JB Marks local municipality

In the Mahikeng Mail newspaper, dated 20 September 2019, an article was published with the title “DA appeals for capable Administrator in JB Marks” and calls for the MEC for Cooperative Governance, Human Settlements and Traditional Affairs, Mothibedi Kegakilwe to “appoint a reputable, suitably qualified and experienced administrator for the JB Marks municipality”.

The department would like to put it on record that the current Administrator, Mr Modisenyane Segapo is a former Municipal Manager at Naledi local municipality. Mr Segapo has the necessary qualifications, he also has the required experience in local government, including municipal finance. He has worked as a Manager responsible for Legal Services at Dr Ruth Segomotsi Mompati district municipality (2008-2011), and later as a Municipal Manager at Naledi local municipality (2011-2015).
During his tenure as the Municipal Manager, the municipality moved from a disclaimer to getting an unqualified audit opinion for four (4) consecutive years, i.e. (2012-2013), (2013-2014), (2014-2015) and (2015-2016)
• Spent 100 % Municipal Infrastructure Grant (MIG) for five consecutive years
• Received incentive bonuses amounting to R50m for MIG expenditure
• Completed the landfill site which is now rated number in the country
• Negotiated with South African National Energy Development Institute (SANEDI), for a R20m grant to start a smart meter project
• Increased municipality’s income per month from R4 to R16m
All the Administrators that have been appointed, have the necessary qualifications and prior working experience in local government.
