BONUS - RUSTENBURG - The Minister of Basic Education, Siviwe Gwarube, has extended the deadline for comments after officially gazetting the first two sets of regulations under the Basic Education Laws Amendment Act, 2024 (Bela Act). Comments now close on 5 October. Broadly, the two sets of regulations deal with classroom sizes and admission policies of public schools and come from the controversial Basic Education Laws Amendment Act, which was signed into law late last year.

According to the department, the two sets of regulations are just the first of many to come under the Bela Act, with the minister opting for a “modular release” approach to avoid delays.
Matters under discussion in the regulations include: proof of immunisation before enrolment of a learner, learner admission refusal, language and curricula preferences, classroom capacity and student teacher ratios, Special Education Needs, and school zoning or admission of non-South African or undocumented learners.
