Klerksdorp Record, Klerksdorp - The DA announced this week that the R81 million contract awarded to 20 Elevation Construction for upgrades at a municipal landfill site was terminated by the Matlosana Municipality.

Cllr Johannes le Grange said the contract was cancelled after the completion date of July 2025 passed with no meaningful progress on the project. 

 

He said the Democratic Alliance in Matlosana had in March pointed out several “red flags” regarding the contract: 
* The company lacked the necessary equipment to execute the project.
* It was under business rescue at the time the contract was awarded.
* It failed to provide a compulsory bank guarantee.
* It was not tax compliant.
* It was not a local business and had no established track record in the municipality. 

“These were not minor concerns, they were fundamental disqualifying factors. Yet the ANC-led municipality forcefully pushed ahead with the appointment. Despite the lack of progress and the company’s non-compliance, the municipality had already paid out R37 million to 20 Elevation Construction,’’ he said.

It has since emerged that the company is allegedly linked to the Speaker, Cllr Stella Mondlane’s family, including her husband. According to Le Grange, she failed to declare this conflict of interest, in direct violation of the Municipal Systems Act and the councillor Code of Conduct.

Cllr Mondlane has yet to react on the allegations.

The termination has been welcomed by opposition parties, who are calling for defaulting contractors to be blacklisted from doing further business with the government and for close monitoring of the new procurement process.
